How to avoid rape [Archive]

I wanted to write something on rape and the death of the 23 year old in Delhi but then enough has already been written.

The writers,columnists,bloggers,etc have all described in short and tall everything from the brutality of the incident to cursing the police and the politicians to basically How they feel – Sad,Angry,Hurt,etc.

This is what the reactions look like to me :

Man on the street –“Do this,do that”

Police – “We are already doing this and that”

Politicians – “We feel very sad this has happened.We will ensure that the girl gets Justice”

TV Guys – “Who will save this country?Yeh kya ho raha hai?!!!!!!!!!!!!!”

So called practical person – “What is the point of all this noise? Nothing will happen anyway.We will forget soon”

Whatever .

Instead of adding to this Diaspora of justified reactions, I thought I’ll list out a few details which can hopefully help our People and the women in our life to be safer, even its just a little bit.

We can’t depend on the cops to protect us. They’re too busy protecting others *WINK*WINK*. So here’s a quick guide I’ve compiled .Please let the womenfolk in your life know about this.

भारत में जो क्राइम इस समय सबसे ज़्यादा हो रहा है वह है बलात्कार व सामूहिक बलात्कार। वर्तमान में इसका ग्राफ चिंताजनक स्तर पर पहुंच गया है। इसे रोकने के लिये तरह तरह के उपाय सुझाये जा रहे हैं। लेकिन विडंबना ये है कि जिनके ऊपर इस तरह के जुर्म रोकने की जिम्मेदारी है उनमें बहुत से खुद ही कहीं न कहीं इसमें शामिल हैं। कई लोगों के मशविरा है कि लड़कियों को पर्दे में रहकर बाहर निकलना चाहिए। लेकिन जंगल में हिरन लाख छुपकर निकले, अगर किसी दरिन्दे की नज़र उसपर पड़ गयी तो उसका बचना नामुमकिन ही होता है।

सख्त कानून और फांसी की भी बात चलायी जा रही है लेकिन ये सब तभी मुमकिन है जब दरिन्दा पकड़ा जाये और उसके खिलाफ पर्याप्त सुबूत भी हों। लेकिन अधिकाँश मामलों में ऐसा होता नहीं। ऐसे में बलात्कार जैसे अपराधों की रोकथाम के लिये कुछ दूसरे उपायों पर गौर करना ज़रूरी हो जाता है।

पहला उपाय ये है कि देश में पूरी तरह शराबबंदी घोषित कर दी जाये। इससे न केवल बलात्कार बलिक दूसरे अपराधों में भी अच्छी खासी कमी हो जायेगी। क्योंकि शराब पीने के बाद मनुष्य की भावनाएं प्रबल हो जाती हैं और अक्ल का नाश हो जाता है। शराब पीने के बाद उसकी कई गुना बढ़ी वासना उसे कहीं से भी अपने को शांत करने के लिये उकसाती है लेकिन उसका परिणाम क्या होगा उसकी तरफ उसकी अक्ल कुछ भी सोचने नहीं देती। बलात्कार जैसे ज़्यादातर मामलों में अपराधी को नशे में ही पाया गया। आज बहुत सी संस्थाएं तम्बाकू, पान मसाले वगैरा पर रोक की माँग कर रही हैं और कई जगह इनपर रोक लग भी चुकी है। लेकिन उससे पहले शराब पर रोक लगनी चाहिए। शराब ने तो अपने व्यापारियों को भी नहीं छोड़ा (पोंटी चडढा का केस)। यह सच है कि इससे सरकार के रेवेन्यू को बहुत बड़ा झटका लगेगा, लेकिन इसके बाद ऊर्जावान युवकों का जो ग्रुप उभरेगा (शराब छोड़ने के बाद) वह इस झटके से देश को पूरी तरह उबार देगा।

दूसरा उपाय ये है कि लड़कियों को बचपन से ही आत्मरक्षा की ट्रेनिंग अनिवार्य रूप से दी जाये। हर जगह पुलिस का पहरा नहीं लगाया जा सकता और वैसे भी अक्सर पुलिसवाले खुद ही अपनी वासना को शांत करने की फिराक में रहते हैं। लड़कियों के पास आत्मरक्षा के लिये हर समय कुछ हथियार भी रहने चाहिए जिससे वह कम से कम हमलावर को नपुंसक बना सके। कानूनी तौर पर लड़कियों को कुछ हथियार हर समय रखने की छूट दे देनी चाहिए जैसे कि सिखों को कृपाण रखना एलाउ है।

तीसरा उपाय है कम (adult) उम्र में विवाह। हर लड़के में जवानी के समय काम वासना प्रबल होती है, इससे किसी को इंकार नहीं हो सकता। तेज़ पानी के प्रवाह को अगर सही दिशा न दी जाये तो वह अक्सर मज़बूत बाँध को भी तोड़कर सब कुछ तहस नहस कर देता है। सही उम्र में विवाह उसकी वासनाओं को कण्ट्रोल करने के लिये पर्याप्त हो सकता है। यह हमारे देश की विडंबना है कि नौकरी और कैरियर के चक्कर में अच्छी खासी उम्र तक युवक शादी के बारे में सोच भी नहीं पाता और इस सिचुएशन में अगर वह आत्मशक्तिशाली नहीं हुआ तो गलत रास्ते पर जाते उसे देर नहीं लगती। सरकार जनसंख्या बढ़ने की चिंता में ज्यादा उम्र की शादियों को बढ़ावा दे रही है लेकिन जनसंख्या न बढ़ने के दूसरे उपाय भी अपनाये जा सकते हैं।

चौथा उपाय है अस्थायी विवाह या कान्ट्रैक्चुअल विवाह को कानूनी रूप से वैध कर देना इस शर्त के साथ कि अस्थायी विवाह कुंवारी कन्याओं से नहीं होना चाहिए। यह इससे कहीं बेहतर है कि लिव इन रिलेशनशिप को मान्यता दी जाये। इसलिए क्योंकि भारत में प्रचलित हिंदू व मुसिलम दोनों प्रमुख धर्मों में अस्थायी विवाह को एक समय में मान्यता मिली हुई थी। यदि हिन्दू धर्म की बात की जाये तो यह पढ़ें

इसी तरह पैगम्बर मोहम्मद(स.) के समय में मुता के रूप में अस्थायी विवाह प्रचलित था और पैगम्बर ने इसपर कोई रोक नहीं लगायी थी। अस्थायी विवाह ऐसे लोगों की इच्छाओं को गलत दिशा में नहीं मुड़ने देगा जो अक्सर घर से दूर रहते हैं, जैसे कि ट्रक ड्राइवर या दूर शहरों में काम करने वाले मज़दूर।

मेरा विचार है कि इन उपायों के बाद भी अगर कोई बलात्कार जैसे कुकर्म में लिप्त होगा तो वह केवल शैतान ही होगा।
