16 अप्रैल 1853 को पहली यात्री ट्रेन भारतीय उपमहाद्वीप में चली। इस ट्रेन ने अपने पहले सफर में 21 मील की दूरी तय की। इस सफर की शुरुआत बांबे से ठाणो के लिए हुई। इस ट्रेन को बोरी बंदर से 3:30 बजे दोपहर बाद ठाणो के लिए रवाना किया गया था। यात्री ट्रेन की पहली यात्रा के लिए यहां भव्य समारोह आयोजित किया गया था। इस ट्रेन को 21 बंदूकों की सलामी दी गई थी। ट्रेन में 14 डिब्बे थे, जिन्हें तीन लोकोमोटिव सुल्तान, सिंध और साहिब खींच रहे थे। औपचारिक उद्घाटन के बाद 400 वीवीआईपी को लेकर इस ट्रेन ने अपराह्न् 3:35 बजे बोरी बंदर स्टेशन को छोड़ दिया। आज से ठीक 160 साल पहले 16 अप्रैल 1853 को मुंबई से ठाणो के बीच 21 मील(33.8 किमी) की दूरी पहली यात्री ट्रेन ने अपना पहला सफर शुरू किया था। यह भारतीय रेल के इतिहास की सबसे महत्वपूर्ण घटना थी। इस ट्रेन को चलाने का ग्रेट इंडियन पेनिनसुला रेलवे (जीआईपी रेलवे) को जाता है, जिसका स्वतंत्रता के बाद नाम बदलकर सेंट्रल रेलवे कर दिया गया। भारतीय रेलवे ने अपने 160 साल के सफर में कई महत्वपूर्ण बदलावों से गुजरी है।

1853 में पहला रेलवे ब्रिज ठाण क्रीक पर बनाया गया था। भारत की पहली ट्रेन के लिए पहला रेल पुल भी बनाया गया था। 16 अप्रैल के दिन भारत में पहली यात्री ट्रेन मुंबई से ठाणे के बीच 34 किमी का सफर पूरा करने के दौरान इस पुल से गुजरी थी। इसीलिए यह पुल भारतीय रेल के इतिहास की धरोहर बन गया है।

भारत में तत्काल स्कीम की प्रारंभिक शुरुआत 19 दिसंबर 1997 में कुछ ट्रेनों में शुरू की गई। इसके लिए अतिरिक्त कोच लगाया जाता था। लेकिन इसके बाद 2004 में तत्काल स्कीम को रिव्यू करके रिवाइज तत्काल स्क्रीम शुरू की गई। इसे स्लीपर क्लास, एयरकंडीसंड चेयर कार, एसी-3 टियर, एसी-2 टियर क्लास के लिए सभी मेली/ एक्सप्रेस ट्रेनों में शुरू किया गया। इनमें राजधानी, शताब्दी और जनशताब्दी ट्रेने भी शामिल की गई। इसमें 700 बर्थ से बढ़ाकर 11,000 बर्थ और सीटें प्रतिदिन कर दी गईं।

नई व्यवस्था के तहत तत्काल टिकट के लिए सीटों की इस तरह से व्यवस्था थी : एसी-2 टियर- 4 बर्थ प्रति कोच, एसी-3 टियर- 6 बर्थ प्रति कोच, एसी चेयर कार-6 सीट्स प्रति कोच। स्लीपर क्लास 10 फीसदी सीटें प्रति कोच में की गई। तत्काल स्कीम को चूंकी सभी मेल/ एक्सप्रेस/ राजधानी/ शताब्दी/ जनशताब्दी एक्सप्रेस ट्रेनों में शुरू किया गया। इसे सामान्य श्रेणी की सुविधा भी काफी हद तक घट गई। तत्काल कोटा बहुत अधिक लोकप्रिय हो गया।

2005 में ई-टिकटिंग की शुरूआत सभी ट्रेनों के लिए शुरू की गई। इससे रिजर्वेशन टिकट के लिए यात्रियों को रेलवे स्टेशन जाने की जरूरत कम हो गई। ई-टिकट की यह विशेषता है यदि ट्रेन चलने तक इसमें रिजर्वेशन कंफर्म नहीं हुआ तो यह यात्रा के लिए वैध नहीं माना जाता। इसके अलावा यात्री को अपना आईडीप्रूफ अनिवार्य कर दिया गया था। हालाकि आज सभी आरक्षित टिकटों के लिए आईडी अनिवार्य कर दिया गया है।

भारत में अंग्रेजों ने मुंबई से ठाणे की बीच पहली ट्रेन आज से160 साल पहले चलवाई थी। अंग्रेजों की यह ट्रेन भारत के कई राजा-महाराजाओं ने इतनी भा गई की कई ने अपनी खुद की ट्रेनें भी चलावाई। बड़ोदा राजघराने ने देश की पहली नैरोगेज लाइन बनवाकर खुद की ट्रेन शुरू की थी। इसके बाद देश के बेहद धनी हैदराबाद के नवाब खानदान ने भी अपनी खुद की रेल कंपनी बनाई और सैकड़ों कि.मी. लंबी रेल लाइन डाली।

इतना ही नहीं इस शाही खानदान की ट्रेन में उनके चलने का कोच जोड़ा गया तो वह सोने से मढ़ा था और हाथीदांत से सजाया गया था। हैदाराबाद राज्य का भारत में विलय हुआ तब तक इस शाही घराने का रेल नेटवर्क काफी बड़ा हो चुका था। भारत में अपनी खुद की रेल के मालिक हैदाराबाद के नवाब मीर उस्मान की पास उस समय जो संपत्ति थी, आज उसकी कीमत 230 बिलियन डॉलर है। आज भारतीय रेल के इतिहास के क्रम में हम हैदराबाद के नवाब की रेलवे के बारे में जानेंगे।

हैराबाद का निजाम भारत में अंग्रेजों द्वारा चलाई गई रेल से बहुत प्रभावित थे। उन्होंने भी यह तय किया कि अपने राज्य हैदराबाद को रेल नेटवर्क से जोडऩा है। निजाम ने 1869 में सिंकदराबाद-हैदराबाद रेल लाइन डालने का निर्णय लिया। इसी समय सिकंदाराबाद में रेलवे स्टेशन बनाने का निर्णय लिया गया। निजाम ने रेलवे की एक प्राइवेट कंपनी तैयार की।1870 में सिकंदाराबाद रेलवे स्टेशन का निर्माण शुरू हुआ। इसी अंग्रेजों की रेल कंपनी ग्रेट इंडियन रेलवे पेनिनसुला रेलवे के नेटवर्क से नवाब ने अपने रेल नेटवर्क को जोडऩे का फैसला किया।

निजाम ने अपनी खुद की रेलवे कंपनी के पैसों से अपने लिए एक विशेष कोच तैयार करवाया था। यह कोच सोने की परत से सजाया गया था। इसको सजाने में हाथी दांत का भी उपयोग किया गया था। यह चित्र उस कोच की छत का है, जिसे चांदी से बनाया गया था और किनारों को सोने की परत से सजाया गया था। नवाब के शाही कोच की कुछ ऐसी सजावट की गई थी।

करीब चार साल के बाद 8 अक्टूबर,1874 को सिकंदराबाद-वाड़ी लाइन तैयार बाद शुरू हो गई। निर्माण पर जितना भी खर्च आया उसे निजाम ने ही वहन किया। निजाम ने 1904 तक अपने रेल नेटवर्क पर करीब 4.3 करोड़ रुपये खर्च कर दिए थे। इस साल तक हैदराबाद राज्य की रेल कंपनी को 28 लाख रुपए का लाभ हुआ। हैदराबाद-गोदावरी वैली रेलवे पर 2.6 करोड़ खर्च हुए थे और इसी साल 7.7 करोड़ रुपए इससे आय हुई।

निजाम स्टेट ने रेलवे लाइन का मैनेजमेंट 1879 में संभाल लिया। इसके लिए निजाम की गारंटीड रेलवे स्टेट कंपनी संचालित करती थी।1871 में सिकंदराबाद स्टेशन सिंगरेनी कोलरीज से 146 किमी की लाइन तैयार हो गई। इसी साल विजयवाड़ा जंक्शन और चेन्नई सेंट्रल लाइन भी जुड़ गई। इससे हैदराबाद और मद्रास भी जुड़ गए थे।

हैदराबाद के निजाम में हैदराबाद-गोदावरी वैली रेलवे की स्थापना 1900 में की गई और मनमाड-सिंकदराबाद मीटर गेज लाइन शुरू हो गई। इसकी लंबाई 391 किमी थी। इस तरह से हैदराबाद राज्य के पसा 467 मील का ब्रांडग्रेज हो गया।

करीब 153 साल पहले गुजरात में नेरोगेज ट्रेन की शुरुआत हुई थी। लेकिन इस ट्रेन में कोई चलने वाला इंजन नहीं था। इस हल्की ट्रामवे को एक जोड़ा बैलों से खिंचवाया जाता था।
ये एक जोड़ी बैल बहुत ही आसानी से एक ट्रामवे को खींचते थे, जिसमें पांच गुड्स कैरिज्स होते थे। ये एक जोड़ी बैल दो-तीन मील की एक घंटे में तय कर लेते थे।

बड़ोदा के शासक खांडेराव गायकवाड़ ने एक अंग्रेज इंजीनियर मिस्टर ए.डब्ल्यू फोर्ड सेपहली डभोई-मियागांव रेल लाइन की डिजाइन तैयार करवाई और फिर इन्हीं की देखरेख में इस रेल लान निर्माण करवाया। इस लाइन का 2 फीट6 इंच का गेज था, जिस पर एक हल्की ट्रामवे चलाई जाती थी।

फ्रंटियर मेल में ज्यादातर अंग्रेज अफसर सफर करते थे। उस समय एसी डिब्बे के तापमान नियंत्रित किए रखना बहुत बड़ी चुनौती थी। डिब्बे में बर्फ को रखने वाले बर्तनों के पास से हवा के लिए ब्लोअर लगाए गए थे। ये ब्लोअर बैटरी से चलते थे। बर्फ की सिल्लियों का इंतजाम करने के लिए स्टाफ भी तैयार रहता था। लेकिन ट्रेन को कई स्टेशनों पर रोक कर बार-बार बर्फ भरने में बहुत वक्त जाया होता था।

1. Flush tax


You pee, you poo, you pay. In 2004, the Maryland Legislature took a major step towards protecting the Chesapeake Bay and its tributaries, when it passed what has become known as “the flush tax”.

The bill established the Chesapeake and Atlantic Coastal Bays Restoration Fund to be supported by a $2.50 a month fee on sewer bills and an equivalent $30 annual fee on septic system owners. Utilities customers saw a new line item on their quarterly bills beginning January 1, 2005 for $7.50 per quarter ($2.50 per month). These funds are collected by the County and turned over to the State who distributes the funds to utilities to upgrade wastewater treatment plants to reduce nitrogen discharge which causes algae blooms that harm fish, crabs, native plants and other aquatic life. The revenues from septic tank users are used to upgrade or replace failing septic systems and to provide financial assistance to farmers to help plant cover crops to prevent nutrient runoff from agricultural land.

From 2005 to 2009 in Tennessee, drug dealers were subjected to taxes on the sale of illegal substances. The tax was levied per gram of illegal drugs: $3.50 for marijuana, $50 for cocaine, and $200 for meth and crack cocaine. Dealers were to pay anonymously at the state revenue office. In exchange for which they would receive stamps to affix to their illegal substance. The stamps served as evidence you had paid the tax on the illegal product.

Tennessee has collected more than $6 million from the crack tax, much of which came from confiscated property. In 2006 alone, the state collected $1.8 million.

In Germany, the church is both a legal tax-raising statutory body as well as a community of faith. A Catholic who objects to paying church tax has to formally leave the church, and is subsequently excommunicated. During the last few decades, the Roman Catholic Church has lost significant number of adherents due to this tax.

In 2010, New York cracked down on its enforcement of the tax on prepared food, specifically targeting a New York staple: bagels. If you buy a whole bagel and take it home with you, it is exempt from tax. However, if you purchase that same bagel, but eat it at the bagel shop (even without cream cheese), bagel shops must charge sales tax on the purchase price. Apparently, the mere slicing of a bagel kicks your bagel purchase into a taxable transaction. As a result, New Yorkers are paying approximately 8 to 9 cents more per bagel.

Pecunia non olet ("money does not smell") is a Latin saying. The phrase originally related to the urine tax levied by the Roman emperors Nero and Vespasian in the 1st century upon the collection of urine.

The tax was actually levied on the collection of urine by the toilet operators who sold it on, at great profit, to tanners and cleaners who utilized the liquid's high ammonia content. Perhaps a reintroduction of this admirable recycling of waste products could aid modern sustainable industry practices.
