utaran (उतरन) means old, used clothes, or hand-me-downs

It is a long running soap on an Indian TV channel (Colours)

The serial follows two friends of different economic backgrounds: Ichcha, a sweet maidservant's daughter and Tapasya, the child of a wealthy landlord. Conflict develops when Ichcha wins over not only Tapasya's family but her fiancee.

क़िस्मत अपनी तो जैसे कोई रूठी नानी
kismat apanee to jaise koi rooThee naanee
my fate is like an annoyed granny

किसी का जीवन सपना है किसी का सपना है उतरन
kisee ka jeevan sapnaa hai, kisee kaa sapnaa hai utaraN
For some, life is a dream, for some dreams are hand-me-downs

किसी के उतरे सपनों से सजे किसी का बचपन
kisee ke utare sapno~n se saje kisee kaa bachpan
Some childhoods are fated to be only second hand dreams.

वह नहीं समझे अभी क्या होती है उतरन
vah nahI samjhe abhee kyaa hotee hai utraN
they still don't understand what are hand-me-downs.
(i.e they are still quite innocent)

The song brings out the cruel reality of life where innocent children are fated to live vastly contrasting lives
Some are lucky, some are not so fortunate, and have to subsist on hand me downs.
This is just my humble attempt at translation and I make no claims of accuracy and quality.
