इस सूत्र मैं हम किसी ऐसे विषय की चर्चा करेंगे जो इन दिनों सुर्ख़ियों में हैं और जिसके बारे में सरकारी स्तर पर और आम व्यक्ति के स्तर पर संवाद और समझ होना जरुरी है क्योंकि यह हम सब को कहीं न कहीं प्रभावित करता है.

Road Safety in India

"In India, the main rule for most drivers is that you don't stop for anyone," said young banker Rakesh Pillai, 31, who wears frameless glasses and sports a neatly trimmed moustache. "Cars don't stop for walkers, and walkers don't stop for cars.

According to a report by Reuters, India has the world's deadliest roads, the result of a flood of untrained drivers, inadequate law enforcement, badly maintained highways and cars that fail modern crash tests.

Alarmed by the increasing fatalities, the new government has begun a five-year project to cut road deaths by a fifth every year, part of the most ambitious overhaul of highway laws since independence in 1947. About 1.2 million Indians were killed in car accidents over the past decade, on average one every four minutes, while 5.5 million were seriously injured.

While road deaths in many emerging markets have dipped even as vehicle sales rose, Indian fatalities have shot up by half in the last 10 years.The government is proposing a drastic increase in fines and prison sentences for dangerous driving. It will create an authority with a sole focus on road safety, impose stricter regulations on car manufacturers, and employ technology, such as automated driving tests, to cut down on corruption.

Air pollution takes a toll on grain production in India

Air pollution seems to have a direct and negative impact on grain production in India, a US study warned on Monday, with recent increases in smog decreasing projected yields by half.

Analysing 30 years of data, US scientists developed a statistical model suggesting that air pollution caused wheat yields in densely populated states to be 50% lower than what they could have been in 2010.Up to 90% of the decrease in potential food production seems to be linked to smog, a mix of black carbon and other pollutants, the study said.

Changes linked to global warming and precipitation levels accounted for the other 10%.

"The numbers are staggering," Jennifer Burney, an author of the study and scientist at the University of California told the Thomson Reuters Foundation.

"We hope our study puts the potential benefits on cleaning up the air on the table," she said, noting that agriculture is often not considered when governments debate the economic costs of air pollution and new legislation aimed at combating it.

The research paper 'Recent climate and air pollution impacts on Indian agriculture', published in the Proceedings of National Academy of Sciences, analysed what could have been the wheat production if there was less pollution.

Food production in India continues to increase because of new technologies and management techniques.

Scientists examined historical data on crop yields, emissions, and precipitation to draw their conclusions.

While tackling global warming requires international action, reducing smog is often a simpler process that can be done at the national level.

"The technologies to fix this problem exist," Burney said. Trucks need better particulate filters for diesel, and the Indian government should help rural residents use cleaner fuels in their cooking stoves, rather than biomass, she said.

"None of these (mitigation techniques) are very high tech," she said, adding that better public policies on clean air could help India meet its goal of reducing hunger to zero.

इंडियन नेवी को एक और झटका
टारपीडो रिकवरी पोत डूबा

इंडियन नेवी को एक और भारी झटका लगा है. आन्ध्र प्रदेश के विशाखापट्नम समुद्र तट से कुछ दूर हिंद महासागर में बृहस्पतिवार को रात आठ बजे नेवी का एक टारपीडो रिकवरी जलपोत अचानक एक हादसे का शिकार हो कर डूब गया. इस हादसे में एक नौसैनिक की मौत हो गई और चार नौसैनिक लापता हैं. लापता नौसैनिकों की तलाश जारी है. इस काम में नौसेना के पोत तथा हेलिकॉप्टर तथा वायुयान लगे हुए हैं.

नौसेना द्वारा दिल्ली में जारी बयान में ने बताया गया कि यह पोत एक नियमित अभ्यास के दौरान बेड़े के जहाजों से दागे गए टॉरपीडो इकट्ठे करने के नियमित मिशन पर था, तभी इसके एक कंपार्टमेंट में पानी भरने का पता चला। नौसेना ने यह भी सूचना दी कि बचाव अभियान के दौरान चालक दल के एक सदस्य की मृत्यु हो गयी और चार जवान लापता हैं। 23 लोगों को क्षेत्र में तैनात तलाशी और बचाव जहाजों ने सुरक्षित बचा लिया।

विशाखापट्टनम में नौसेना के एक प्रवक्ता ने बताया कि घटना विशाखापट्टनम पोस्ट से 10-15 किलोमीटर के दायरे में घटी है। टॉरपीडो रिकवरी वेसल (टीआरवी) एक सहायक पोत होता है, जिसका इस्तेमाल बेड़े के जहाजों और पनडुब्ब्यिों से अभ्यास के दौरान दागे गए टॉरपीडो को एकत्रित करने के लिए किया जाता है।

23 मीटर लंबे इस पोत का निर्माण 1983 में गोवा शिपयार्ड द्वारा किया गया था और इसने पिछले 31 साल तक भारतीय नौसेना की सेवा की है। पिछले कुछ समय में नौसेना को ऐसे कई हादसों का सामना करना पड़ा है। इस तरह की दुर्घटनाओं के मद्देनजर एडमिरल डी के जोशी के इस्तीफे के बाद इस साल 17 अप्रैल को एडमिरल आर के धोवन ने नौसेना प्रमुख का पद संभाला था।

नौसेना में इस प्रकार की दुर्घटनाओं का होना अनोखा नहीं है. विश्व की सभी बड़ी नौसेनाओं को इस प्रकार के हादसों का सामना करना पड़ता है. यह तो जांच के बाद ही पता चलेगा कि हादसे का क्या कारण था. लेकिन जिस प्रकार से एक के बाद एक हमारी नेवी को हादसों का सामना करना पड़ा है और अपने विशेष जलपोतों से हाथ धोना पड़ा है उससे नेवी की मारक क्षमता में कमी आयी है और कहीं न कहीं हमारे जांबाज़ नौसैनिकों के आत्म विश्वास में भी कमी आ सकती है.

यह आवश्यक है कि भारत सरकार द्वारा वैश्विक स्तर के नौसेना विशेषज्ञ दलों से अपने फ्लीट का विश्वसनीयता ऑडिट करवाया जाये जिससे एक एक पोत की सुरक्षा, कार्यक्षमता व विश्वसनीयता को सुनिश्चित बनाया जा सके. अपने नौसैनिक बेड़े के पुराने पोतों को फेज़ आउट करने से पहले उनके रिप्लेसमेंट की भी योजना तैयार रखी जाये और उसके लिए अतिरिक्त बजटीय प्रावधान रखा जाये.

विश्व में आत्महत्या के मामले

विश्व स्वास्थ्य संगठन (who) की एक रिपोर्ट के अनुसार विश्व में हर 40 सैकेंड में एक व्यक्ति आत्महत्या कर लेता है. स्थिति की गंभीरता का अंदाज़ा इस बात से लगाया जा सकता है कि संसार में जितने व्यक्ति खुदकुशी करने से मरते हैं उतने तो युद्धों, लड़ाई-झगड़ों, प्राकृतिक आपदाओं और सड़क दुर्घटनाओं को मिला कर भी नहीं मरते. संसार में हर वर्ष लगभग 15 लाख हिंसात्मक मौतें होती हैं जिनमें से 8 लाख तो अकेले खुदकुशी के कारण ही होती हैं. आत्महत्या के कारण मरने वालों की बात करें तो केन्द्रीय और पूर्वी यूरोप तथा एशिया में इनकी दर सबसे अधिक है. कुल आत्महत्याओं के लगभग 25% केस विकसित और धनवान देशों में देखने में आते हैं.
